				<content:encoded><![CDATA[	<p>Pakistan has been accused of economic sabotage after a surge in the amount of counterfeit currency being discovered in the vaults of India’s central bank.</p>
	<p>The Reserve Bank of India discovered 400,000 counterfeit notes in its coffers in the year to March 2009 — twice the number found a year before and up fourfold on the year before that. “Behind this racket is an organised effort in Pakistan,” P. Chidamabaram, the Home Minister, said. “It’s not a cottage industry.”</p>
	<p>Shopkeepers across India have taken to checking notes assiduously, anxious to weed out a growing number of sham 500 rupee (£6.40p) and 1,000 rupee bills. Many customers have taken to carrying laser torches to identify sophisticated counterfeit currency.

	<p>&#8220;We are disturbed by media reports that India might be considering to conduct additional (nuclear) tests,&#8221; Foreign Office spokesman Abdul Basit told a weekly news briefing.</p>
	<p>Basit was responding to a question on concerns expressed by Indian Army chief General Deepak Kapoor about a reported increase in Pakistan&#8217;s nuclear arsenal.

				<content:encoded><![CDATA[	<p>The Sri Lankan Government is trying to siphon off millions of pounds of humanitarian aid by imposing a 0.9 per cent tax on all funding for aid groups, including the British charities Oxfam and Save the Children Fund, The Times has learnt.</p>
	<p>Aid workers said that Burma was the only other country that they could remember imposing such a tax — one of several new measures hampering their efforts to help victims of Sri Lanka’s recent civil war.</p>
	<p>The new tax regime was unveiled in 2006 but not enforced immediately. Most agencies did not comply, as they hoped to persuade the Government to change it, according to aid workers. In the past year, however, the Government has grown increasingly hostile towards foreign aid groups and Western donors, accusing many of sympathising with the Tamil Tiger rebels, who were defeated in May.
